Traditionally, infrastructure assessments rely on manual visual inspections that are slow, labour-intensive, and often conducted under hazardous conditions. Because these inspections depend heavily on human judgement, results are inconsistent and incomplete, making it difficult to accurately understand infrastructure conditions. This uncertainty leads to inefficient maintenance planning, delayed interventions, and the inefficient use of public resources.

Developed entirely in Hong Kong by a team of young local professionals, the Intelligent Infrastructure Assessment System (iIAS) provides a smarter alternative. By integrating advanced hardware, artificial intelligence, and proprietary algorithms, iIAS enables faster, safer, and more accurate infrastructure assessments, helping governments better understand asset conditions and manage infrastructure more effectively. Establishing a new global benchmark for smart city innovation, iIAS makes travel safer, smoother, and more intelligent for all.

The iIAS ecosystem comprises several specialised systems, each targeting different types of infrastructure. Each system is designed to operate as a fully standalone, self-contained platform.

Use Case

The Intelligent Pavement Assessment System (iPAS) is a core system within Winley Technology's Intelligent Infrastructure Assessment System (iIAS) ecosystem. To date, iPAS has successfully assessed roads across Hong Kong.

iPAS has received prestigious recognition both locally and internationally. iPAS won the 2025 Hong Kong ICT Awards – Smart Mobility (Smart Transport) Gold Award, presented under the Hong Kong SAR Government's flagship ICT awards programme. More recently, iPAS received international recognition with a Silver Medal at the 51st International Exhibition of Inventions Geneva.

With fully self-developed hardware, AI algorithms, and software, iPAS integrates data collection, analysis, and decision-making into a seamless, one-stop solution. It enables comprehensive, data-driven "Road Doctor" assessments to support smarter, more efficient road maintenance.
